The California Vision
The California Vision presents a comprehensive view of a peaceful, legal, and democratic transition of California from a U.S. state to an independent nation. Rooted in the will of the people and guided by constitutional values, this plan outlines a detailed policy framework and phased implementation roadmap to ensure stability, justice, and prosperity throughout the transition.
The initiative currently certified for signature gathering proposes a vote in November 2028 asking Californians whether the state should become an independent country. If at least 50% of registered voters participate and at least 55% vote in favor, it will constitute a vote of no confidence in the United States and an expression of California’s will to begin the process of independence. This vote would not immediately separate California from the U.S., but would trigger the formation of a national commission, formal negotiations with the federal government, and a multi-phase transition.
This vision details the rationale, principles, and structure for the new Republic of California across eight major areas:
A bicameral legislature, presidential system, guaranteed civil liberties, and term limits ensure a balanced, accountable democracy rooted in people-first governance.
A stable tax system, universal benefits fund, national currency, trade integration, and strong regulatory oversight offer fiscal strength and resilience.
Universal healthcare, tuition-free education, guaranteed housing, and civil rights protections deliver equity, opportunity, and security for all Californians.
Ambitious transportation, energy, water, and climate initiatives position California as a global leader in sustainable development.
A peaceful military transition, creation of sovereign defense forces, cybersecurity integration, and modern intelligence systems protect California’s sovereignty and citizens.
Formal recognition, UN accession, treaty development, and a neutral but engaged foreign policy ensure California’s place in the world.
A participatory constitutional convention and judicial restructuring provide legitimacy and legal continuity.
A phased roadmap from 2026 to 2035 ensures a smooth, stable, and transparent path from expression of independence to full national sovereignty.
With careful planning, public input, and commitment to peaceful democratic principles, California can transition into a sovereign nation that upholds its diverse identity, protects the dignity of its people, and leads globally on climate, innovation, and human rights.
This is part of a larger vision.
